Richard Balme is Professor at Sciences Po, Paris, and at the School of Public Policy and Management, Tsinghua University. He teaches public policy analysis and comparative politics. He was director of the Graduate program for Public Policy and Political Sociology in Sciences Po between 2000 and 2003. He was also Head of the Department of Government and International Studies at the Hong Kong Baptist University, 2003-2006. He is currently director of the programme Governance and Globalization for Sciences Po in China. He also taught at Peking University, Fudan University and at the Hong Kong University. Among his recent publications are European Governance and Democracy: Power and Protest in the European Union, (with D. Chabanet, Rowman and Littlefield 2008) and Europe-Asia Relations: Building Multilateralisms, (with B. Bridges, Palgrave, 2008).

Pr. Richard Balme is program Director of “Governance and Globalization: Sciences Po in China”. The program develops cooperation between Sciences Po and Chinese institutions in the area of public policy and international relations, particularly on governance of transnational issues and on the transformations of domestic policies related to globalization. It combines executive training for Chinese civil servants (at Peking University, in cooperation with the LSE, Columbia University and the National University of Singapore), teaching and research on Sustainable Governance and Climate Change (at Tsinghua University, School of Public Policy and Management), and on EU-China Relations in Globalization (at Fudan University, School of International Public Affairs).

Courses taught

Pr. Richard Balme teaches public policy analysis and comparative politics at Sciences Po since 1996. He was Director of the Graduate Research Program in Political Sociology and Public Policy (2000-2003), and supervises PhD candidates at Sciences Po. He recently taught « Governing Globalization », « Ethics and Public Policy », « Politics and Policy of the European Union », in various Chinese institutions, including the School of Government at Peking University, and the School of International Public Affairs at Fudan University. He is now Visiting Professor at the School of Public Policy and Management, Tsinghua University, Beijing.
